Participant, Strategic Discussion on Health Quality

Stakeholders across BC will be gathering together for a one-day event to discuss broadening our vision of health and quality to include an Indigenous wellness lens. We are updating the BC Health Quality Matrix and want to hear and learn from you!

Aim

On behalf of the BC Patient Safety & Quality Council and the First Nations Health Authority, we are inviting you to participate in a strategic discussion as we explore a definition of quality that is built upon an Indigenous wellness lens. This will inform an updated BC Health Quality Matrix. We are very excited about this opportunity to come together with system stakeholders to consider health and quality in BC, and would be grateful for your input. As users of the system, patient partners - particularly those who self identify as Indigenous - are among they key stakeholders that we would like to engage to ensure we are hearing from a wide variety of perspectives and fully meeting the needs and context across the province.

Level of Engagement

This opportunity is at the level of consult on the spectrum of engagement. The promise to you is that the health care partner will listen to and acknowledge your ideas and concerns, and provide feedback on how your input affected the decision.

Eligibility

• Comfortable sharing their personal experiences accessing health care with smaller groups (10 max)
• Comfortable with large groups (expect around 90-100 participants but will be working throughout the day in small group format)
• Able to travel to the Vancouver for one-day event
• We encourage those of First Nations/Metis/Inuit backgrounds to apply

This opportunity is not open to patient partners who are currently employed by the health sector. The placement process for this opportunity may include an informal interview between the patient partner and the health care partner. Some background pre-reading will be required It is recommended that applicants have previously attended a PVN orientation session and completed the Volunteer Agreement. Reimbursement

Registration and all travel costs incurred to attend these events will be covered or reimbursed in accordance with the provincial Travel Policy guidelines by the BC Patient Safety & Quality Council. As much as possible, we will pre-pay travel expenses directly (e.g. booking flights and accommodation). For those expenses we cannot pay in advance (e.g. transit tickets and meals), we are able to provide expedited payment within a couple of weeks via cheque mailed to the address provided once an expense reimbursement form is received to our Vancouver office. If required, assistance may be provided upon request to ensure hotel deposits and incidental expenses are looked after in advance to reduce or eliminate the need for post-event reimbursement.

Background

A commitment has been made between the Ministry of Health, the First Nations Health Authority (FNHA) and BC Patient Safety & Quality Council to update the BC Health Quality Matrix (the Matrix) in partnership with health system stakeholders to reflect an Indigenous lens within our common definition of quality. The Matrix was established and adopted by BC’s Health Quality Network in June 2009 as a framework to provide a common language and understanding about health care quality. It has become an invaluable tool for strategic planning, quality improvement initiatives, program planning, measurement and evaluation at a program, facility and system-wide level. Since its adoption in 2009 there have been no revisions. Given that the Matrix was customized to the BC context with health system stakeholders before the creation of the FNHA and without an Indigenous perspective, this presents an excellent opportunity for the co-creation of an updated Matrix that embodies a broader vision of quality in BC.
